How to make 'apposition'
1. Noun + that + S + V ... (clause)
2. Noun + of + v-ing / to + R.V (phrase)
1) Object fact [what happened, or is happening ] + N / or of + V-ing
: fact, news, rumor, report
: that + S + V [present, past]
ex) the fact of my having seen him
= the fact that I have seen him (the fact that I saw him)
ex) The news of his resignation was dropping a bombshell
= The news that he had resigned / was dropping a bombshell
ex) The rumor of her suicide has spread widely.
= The rumor that he suicided / has spread widely.
ex) The false report of his death / alarmed us.
= The false report that he had died / alarmed us.
2) Certain decision or strong wish [what will happen] + to + R.V
: decision, determination, resolution, willingness, attempt,
offer, proposal, suggestion, project, / wish
: that + S + (will) + V
ex) She based her decision to marry him on love, not money
ex) his determination to continue the investigation
ex) The two parties entered into an agreement to assist in planting a colony
ex) He has made a resolution to stop drinking.
ex) I expressed my willingness to support the cause.
ex) We are faced with an attempt to truncate discussions
ex) He refused an offer to be switch rotations
ex) a proposal to build more office accommodation
- cf) a proposal of marriage
ex) The suggestion to close the road has found favour with local people

3) uncertain plan or just hope [what can happen] + of + V-ing / to+R.V
: plan, promise / aim, intention, goal / desire, hope, expectation / chance, possibility / ability
: that + S + (can) + V
